The ZIV calls for a reliable framework and commitment to making Germany a bicycle-friendly country.
The situation in the bicycle market is tense and 2024 will also remain a challenging year for the industry, according to the assessment of the Zweirad Industrie Verband (ZIV) at the beginning of the year. The association of bicycle manufacturers mainly sees the delay in the traffic transition by the traffic light coalition government, the difficult overall economic situation, as well as increasing regulatory challenges as reasons that would heavily burden the manufacturers of bicycles, components, and accessories this year as well.
"The German bicycle industry offers hundreds of thousands of domestic jobs and produces an industrial and export product of the highest quality. Like many other industries, we also desire reliable framework conditions at the business location Germany, in order to continue securing this high value added and the associated jobs," appealed Association Chairman Burkhard Stork of ZIV.
The association represents around 120 manufacturers from the industry. Stork appeals for the year 2024 to political actors at all levels to shape the framework conditions so that the potential of the bicycle can be fully exploited.
"We, like many other industries, desire more reliability in industrial and location policy," Stork continued.
2023 was also a politically difficult year for the industry. For 2024, it appeals to the federal government to regain the lost orientation in traffic policy and not to delay the traffic transition until the federal elections next year. For the association, this means a clear commitment to the bicycle country Germany with corresponding financial consideration of cycling in the federal budget and a swift modernization of German road traffic law.
"We expect the mediation committee to be called upon as soon as possible to finalize the StVG reform," urged ZIV Managing Director Stork.
Battery Regulation and Cargo Bike Standards Are Expected to Come
The year 2024 is anticipated to be exciting for the German bicycle industry from a European policy perspective. In addition to the implementation of the European Cycling Declaration and the upcoming release of the Mobility Transition Pathway, which the ZIV has been actively involved in, several important technical regulations are in the process of being drafted or implemented. Guidelines and delegated acts are being developed as part of the European Battery Regulation.
With the new Machinery Regulation, digital operating manuals for bicycles will be permissible in the future, which strengthens the sustainability agenda, according to the association. Preliminary studies are being conducted for the Personal Mobility Devices Directive, to which the bicycle industry will provide input, and the first parts of the European Standard for Cargo Bikes will be published. Notably, European elections will be held in June 2024, which the association fears could disrupt ongoing legislation.
Manufacturers: Warehouses Are Well Stocked
As a survey among the association members at the end of 2023 revealed, most German bicycle manufacturers expect an improvement in their economic situation in the second half of 2024. Among component and accessory manufacturers, however, the sentiment is more restrained. They are suffering from weak demand from bicycle producers, whose warehouses are currently well stocked. Most of them anticipate an improvement in their economic situation by early 2025.
Shortage of Skilled Workers in This Industry As Well
The ongoing skilled worker shortage remains a significant challenge for the German bicycle and bicycle accessory industry. Despite these difficult circumstances, ZIV members remain overall optimistic, as the bicycle remains a highly popular mode of transport. Cycling is strongly embedded in society and is considered an important contribution to the mobility transition.
Translated automatically from German."Bicycles and e-bikes are unstoppable – with the appropriate political framework conditions, this important German industry can be strengthened, recognizing its significance for innovation in Germany and its immense popularity among the population," appeals Stork.
