Study by DUH: Transport Sector on Track for 3 Degrees - Radical Shift Needed

According to a new study by Deutsche Umwelthilfe and the NewClimate Institute, the transport sector in Germany is currently on a three-degree global warming path in terms of CO2 emissions, far beyond the 1.5-degree target agreed in the Climate Protection Act. For three decades, there have been no significant CO2 savings in transport; currently, emissions are even rising, the authors around NCI Director Niklas Höhne report. It is therefore no surprise that for the second consecutive year, the CO2 targets of the Climate Protection Act were missed in 2022 – and these targets themselves are much too weak to meet the 1.5-degree threshold. Effective measures for climate protection, such as a speed limit or the reduction of climate-damaging subsidies, are being blocked by Federal Transport Minister Volker Wissing, with the backing of Federal Chancellor Olaf Scholz (SPD).

The leading question of the study was: How much would the Earth heat up if everyone delayed climate protection as Transport Minister Wissing has? The NewClimate Institute calculated from the emissions of the current transport policy a path of 3.1 degrees global warming. According to climate science, this level of global warming would render the planet a barely recognizable, hostile place to live, the authors warn. Global famines, frequent deadly heat waves, droughts, and other extreme weather events and collapsing ecosystems are imminent threats.

According to the forecast, the transport sector will cause over 1,100 million tons of greenhouse gases by the end of this decade. This is almost four times as much as is compatible with the critical 1.5°C threshold. Yet, all parties of the traffic light coalition, including the FDP, actually commit to the 1.5-degree target. However, this is not reflected in their actual policies. The DUH demands that measures must finally follow the 1.5-degree promise. They refer to the final report of the Intergovernmental Panel on Climate Change (IPCC), which recently highlighted once again that greenhouse gas emissions must drastically decrease by 2030 to limit global warming to a manageable level. Study author and Director of the NewClimate Institute Niklas Höhne called for a radical overhaul of the transport system.

"It is clear: There can be no more business as usual. Chancellor Olaf Scholz and Transport Minister Wissing must finally act and immediately implement a comprehensive and effective climate emergency program for the transport sector. Sufficient measures are available for this," demanded the NGO.

Among other things, they demand: 

  • a speed limit of 100 km/h on highways, 80 km/h on rural roads, and 30 km/h in urban areas
  • as the very first emergency measure, the immediate abolition of billion-euro climate-damaging subsidies, including for company cars, diesel, and kerosene
  • comprehensive tolling for trucks and cars on all roads and the introduction of a CO2-based registration tax for new vehicles
  • massive additional investments in the expansion, modernization, and electrification of railways
