Reform of Road Traffic Law: More Flexibility for 30 km/h Zones and Bus Lanes

Bus lanes, bike paths, and 30 km/h zones can be more easily established locally in the future - and stricter requirements for trucks will be introduced to prevent rear-end collisions. These are the new regulations in traffic law, which the Federal Council has approved with some amendments. The amendment of the Road Traffic Regulations has now been sealed with several months of delay, after the Federal Council slowed down an underlying law and sent it to the joint mediation committee with Parliament.

The new regulations are intended to expand the framework for local decisions, for which certain prerequisites exist, according to the plans of the Federal Ministry of Transport. The aim is also to improve the coexistence of cars, buses and trains, cyclists, and pedestrians. An overview:

30 km/h zones

The establishment of 30 km/h zones is to become easier, not only on side streets but also on priority streets. Specifically, this concerns streets near playgrounds. At schools, it should not only be possible directly in front but also on heavily frequented school routes. Gaps between two 30 km/h zones should be able to be closed more flexibly to ensure smoother traffic flow. Previously, this was possible with gaps up to 300 meters - in the future, it can be up to 500 meters.

Special lanes I

Dedicated lanes or extra traffic light phases for buses will become easier to implement - as well as providing "adequate areas" for rolling and parked bicycles and pedestrians.

Special lanes II

Authorities should also be able to set up lanes to test climate-friendly mobility - for example, for electric cars, hydrogen vehicles, or cars with multiple occupants. This should also serve safety when different acceleration speeds are combined with such lanes.
 

Parking

Zones with parking permits for car owners from the neighborhood are considered an "effective instrument to regulate parking load in urban districts." In the future, they should not only be possible as a reaction to significant "parking pressure" but also be open for traffic planning and urban development considerations to prevent such pressure from occurring.

Loading Zones

There will be a new, uniform traffic sign for designated parking areas for loading and unloading for private and commercial purposes. This aims to reduce the search traffic for parking and the stopping and parking in a second row, which often causes traffic jams and leads to accidents. The new blue signs will indicate loading zones with time restrictions, and the area can also be marked on the street. The Federal Council agreed on a change that the more appropriate term "loading area" should be used on the sign instead of "loading zone."

Safety

For vehicles over 3.5 tons, a ban will be introduced on deactivating emergency braking assistants at speeds of more than 30 kilometers per hour. The justification states that especially on highways, severe accidents can often occur when trucks, for example, drive into vehicles at the end of a traffic jam. Such systems warn of imminent collisions and automatically reduce speed. Exceptions for certain vehicles will also be regulated.
