Deutschlandticket: VDV demands financial security from the federal and state governments

Even after the resolution of the conference of the transport ministers, important questions regarding the future of the Germany Ticket remain unresolved from the perspective of public and private transport companies, commissioning authorities, and associations. The associations VDV, BSN, mofair, and bdo have issued a joint statement calling for financial planning security from the federal and state governments. The Germany Ticket was introduced by the federal and state governments in response to rising mobility costs as a relief measure for citizens and to strengthen public transport (ÖPNV) as a climate-friendly mobility guarantee for the people. Economic plans for personnel, vehicles, and all other costs, as well as the revenue side, remain uncertain. The shareholders of medium-sized, private, and municipal-state enterprises, as well as the guarantors of the associations, and the municipal and state commissioning authorities are thus fully at risk.

"We call on the Chancellor and the state premiers to end this uncertainty and this risk with a strong and unanimous resolution for the future of the Germany Ticket. A reliable financing of the ticket is needed for the entire year 2024 so that the industry can plan and, above all, strongly promote the ticket," the appeal said.

The Germany Ticket for students and the continuation of the ticket as a job ticket beyond 2024 are essential prerequisites for this.

With regard to the design of a joint replenishment obligation between the federal and state governments, we are ready to collaborate. Even though the Deutschland-Ticket currently requires additional investments and expenses in operations, sales, and the necessary digitalization, the industry knows that once the ticket is in a steady state with clear and permanent financial and organizational conditions, efficiencies and synergies must be leveraged.

"The transport companies and associations are ready for honest, substantive, and solution-oriented joint discussions," assured the industry representatives.

Moreover, the Deutschland-Ticket does not change the fact that there needs to be permanent, planning-secure financing for overall public transport (ÖPNV) to maintain and expand offerings in both urban and rural areas, in regional rail transport (SPNV) and public transport (ÖPNV).

"In addition to the Deutschland-Ticket, we therefore need the Deutschland-Offer. The framework for this must be the expansion and modernization pact to be decided between the federal and state governments," the stakeholders further demanded.
