On June 25, 2021, the German Bundestag decided to introduce the first-time implementation of energy cost comparison at petrol stations as part of the amendment of the Energy Industry Act (EnWG) and the amendment of the Energy Consumption Labelling Act (EnVKG). The introduction of the energy cost comparison serves to implement Article 7 (3) of Directive 2014/94/EU on the establishment of infrastructure for alternative fuels (AFID). According to this, petrol stations with more than six multi-product fuel pumps are required to display a cost comparison of various energy sources (including gasoline, diesel, electricity, natural gas, hydrogen) in euros per 100 km for selected vehicle segments in road traffic, either visibly at fuel pumps or in the salesroom. The costs of the diverse fuel and energy carrier market are thus comparably processed for consumers, thereby raising awareness about alternative drives and energy carriers for passenger cars (PCs), as stated by the BMWK.

In 2020, Germany participated in a pilot project of the European Commission to determine the information needs and preferences of consumers and to test the implementation at petrol stations. Several consumer surveys were conducted, 15 petrol stations were equipped with various information displays, and possible implementation options were discussed with the affected industry and various consumer associations. The results of the German pilot action were discussed in parallel with the results from other EU countries and fed into the European Commission's implementation recommendation.

Significant Information Deficits

The consumer surveys of the pilot project clearly showed that there are significant information deficits among consumers regarding alternative drives and fuels. For example, more than 80% of respondents rated their knowledge of alternative fuels and 50% their knowledge of battery-electric drives as insufficient; 55% stated that additional information on fuel costs would influence their next vehicle choice. The aim of the energy cost comparison for PCs is to transparently present a clear comparison of average fuel and energy consumption per 100 km.

The average fuel or energy prices used as the basis for the current energy cost comparison for the 1st quarter of 2024 are as follows:

  • Super E5 1.817 €/liter, Super E10 1.76 €/liter, and Diesel B7 1.725 €/liter,
  • Electricity 0.2988 €/kWh
  • Natura gas H (CNG) 1.338 €/kg
  • Autogas (LPG) 1.0426 €/liter
  • Hydrogen (H2) 15.54 €/kg.

The respective consumption data is based on the evaluation of the three best-selling vehicle models in the small car/compact class and mid-/upper class segments and the respective required drive energy according to WLTP (Worldwide harmonized Light vehicle Test Procedure).

The energy cost comparison was made mandatory as of October 1, 2021, at gas stations with more than six fuel pumps (multi-product pumps). It must be visibly displayed according to the form sheet at least on half of the fuel pumps or in a clearly visible location in the payment area in the form of a poster or a digital display. The next update of the energy cost comparison will take place in September 2024.
