Bavarian cities criticize Söder's initiative for free e-car parking

(dpa/lby) Those who drive an electric car should be allowed to park for up to three hours for free in cities starting in April. Bavarian municipalities view the CSU government's initiative as interference. And a violation of the fundamental principle of "demand management through fees".

The regulation for free parking for electric cars decided by the state government is facing rejection from Bavarian cities. The municipalities complain about interference in their municipal self-government and partly fear revenue losses from parking fees.

The mobility department of the state capital Munich stated, for example, that they regret that the regulation takes away the flexibility of the municipalities to meet the different requirements of each locality. The initiative also contradicts Munich's fundamental principle of demand control through fees. As there is already a regulation for free parking for electric cars in Munich, they expect less of a controlling effect and more of a windfall effect.

According to a spokesperson, the city of Augsburg assumes additional administrative effort and unplanned failures in municipal revenues. From the perspective of the city of Bayreuth, it is regrettable that there should be no financial compensation for revenue losses of the municipalities. There is similar criticism from Regensburg and Ansbach.

City Council: Requirement takes away flexibility from municipalities

The Bavarian city council had already clearly opposed the measure beforehand. "A statewide requirement does not help here but takes away flexibility from the municipalities," managing director Bernd Buckenhofer told the dpa. The regulation, however, received approval in Würzburg. The state government's impulse to promote e-mobility aligns with the city's ambitious climate goals, a spokesperson stated.

Minister Herrmann: "Unbureaucratic and pragmatic solution"

The new regulation stipulates that electric cars, externally rechargeable hybrid vehicles, and fuel cell cars may park for free for up to three hours on parking spaces that are normally subject to fees throughout Bavaria starting April 1, 2025. The measure is initially limited until the end of 2026. Municipalities cannot override it - there will be no financial compensation.

Interior Minister Joachim Herrmann (CSU) spoke of an unbureaucratic and pragmatic solution to make electric vehicles more attractive, especially in urban areas. The state government hopes for a contribution to air quality improvement in urban areas and less vehicle noise.

Implementation in Practice is Still Unclear

How exactly the regulation will be implemented in practice is still unclear. The municipalities point out that the specific ordinance is not yet available to them. According to Minister Herrmann, it is sufficient to place a parking disc behind the windshield of one's electric vehicle. It is also conceivable that municipalities could adjust their parking meters accordingly, allowing drivers of electric vehicles to obtain a free ticket for up to three hours. Parking apps could also offer an additional field so that the first three hours of parking are free for electric vehicles.

Not All Affected Vehicles Have an E-License Plate

At the same time, Herrmann emphasized that the cost exemption only applies to public parking areas. These can be recognized by the blue P sign. Supermarket parking lots are generally not included. The maximum parking duration set locally could also be less than three hours and will not be overridden by the fee exemption.

Whether municipalities can easily determine whether a vehicle really falls under the regulation is at least questionable. The easiest way to do this would be the additional E at the end of the license plate. All vehicles affected by the regulation can obtain such a license plate, as the ADAC explains. However, not all of these vehicles have the E addition on the license plate. This must be applied for separately. Those who do not receive a standard license plate without the E addition.
