Agora Survey: Municipal Fleets Are Electrified

According to a survey of cities conducted by the Berlin-based think tank Agora Verkehrswende, every fifth car in the fleets of German municipalities has an electric drive. This is significantly more than in the nationwide car stock or in company fleets. There, the share of electric cars, purely battery-electric and plug-in hybrid with charging plug, is only 1.8 percent and 8.6 percent, respectively. A total of 199 German cities with 4,687 cars participated in the survey. So far, however, only 13 percent of the cities have set clear targets for electrifying their vehicle fleets.

"Municipalities can further expand their pioneering role in the transition to electromobility. A good goal would be to procure only electric vehicles from 2025 onwards. If city administrations commit to this goal and align their planning and processes accordingly, they can set a clear signal for electromobility and climate protection. Financing as the Biggest Obstacle

According to the survey, the electrification of municipal car fleets in North Rhine-Westphalia, Rhineland-Palatinate, and Baden-Württemberg is the most advanced. There, the proportion of electric cars is already around 25 percent. When it comes to charging infrastructure, Saxony-Anhalt performs best with over seven charging points per electric car; the average is 2.2. Three-quarters of the cities have already built charging infrastructure. On average, each city has six charging points.

Among the few cities that have set concrete goals for the electrification of their vehicle fleets, there are some, both small and large, that already aim to fully convert to electric vehicles by 2025. The surveyed municipalities see acquisition costs as the biggest obstacle. Accordingly, they consider financial support to be the most helpful measure. Reservations about the technology are not an issue. According to the city administrations, acceptance among those who drive electric cars is good or very good in almost 80 percent of cases.
