Agora Analysis: Opening Company Parking Spaces Creates Room for Urban Development

An analysis by the Berlin think tank reveals ways to create more parking space even in densely populated urban areas by utilizing company premises. Greatest potential after business hours and store closing. Recommendations for municipalities on implementation.

In cities, more parking spaces can be created by allowing owners of private parking spots to open them up to other user groups. This conclusion comes from an analysis by the Berlin think tank Agora Verkehrswende. It states that customer and company parking spaces in residential and mixed-use areas offer particularly high potential. These are typically used during the day but remain empty in the evenings—when the demand for private car parking is the highest. The analysis suggests that only minor adjustments are needed to unlock this potential and outlines ways municipalities can identify suitable locations and cooperate with parking space owners.

“Owners, municipalities, and drivers alike can benefit from the multiple use of parking spaces. Many cities are seeing rising vehicle registration numbers. Additional parking areas can often only be created through the construction of expensive underground or district garages. Higher utilization of existing private parking spaces is more cost-effective and can especially reduce parking search traffic and illegal parking in densely built-up areas, freeing up space for better quality public areas, greenery, or pedestrian and bike traffic,” says Wiebke Zimmer, deputy director of Agora Verkehrswende.

More space and higher efficiency—including charging infrastructure

Parking space owners can benefit from additional income and improved image. Many businesses also offer charging points for electric vehicles in their parking lots. If these are used overnight, their operation becomes more economical, and the availability of publicly accessible charging infrastructure increases. Craft businesses and other enterprises also rely on parking spaces—and increasingly on charging points—near their company locations and can benefit from the multiple use of parking spaces.

Municipalities as a Driving Force

“To enable the multiple use of private parking spaces, municipalities can approach owners and offer cooperation,” advises Wolfgang Aichinger, Project Manager Urban Mobility at Agora Verkehrswende. “Specialized service providers can take over the operation. Which parking spaces are suitable and how multiple use is precisely regulated ultimately depends on the individual case. Our paper describes various starting situations and solutions. Important for economical operations is parking space management in the surrounding area. The more parking in scarce public spaces gets a reasonable price and is tied to parking permits, the more attractive parking becomes on often plentiful, but so far underutilized, private parking spaces.”

The analysis also recommends establishing internal administrative interfaces, for instance between traffic planning, building office, and economic development. Last but not least, municipalities could also open their own properties for multiple uses, such as the parking lots of schools, administrative buildings, and sports facilities.

Practical Examples: Supermarket Parking Lots in Düsseldorf, State-Owned Parking Spaces in Baden-Württemberg

Some cities are already successfully addressing the issue of multiple use. Since July 2024, 190 parking spaces have been available for rent at night at eight locations of major supermarket chains in Düsseldorf on a trial basis. In Heidelberg, during a street renovation that eliminates public parking options, 300 supermarket parking spaces can be parked on overnight for free. State-owned parking structures in Baden-Württemberg are operated by a dedicated company. This company mediates parking spaces, mostly from authorities, for external multiple use upon demand. In Vienna and its surrounding area, parking spaces can be offered for rent via a publicly provided parking exchange.
